It is important to have a working bibliography in the research world. It is easy to maintain by frequently updating it with every new source. It is even better when there is an annotated bibliography present because it gives detail about the source to keep track of information. Annotating makes less room for plagiarism because it is mostly a summary of the whole piece. of course there are guidelines when summarizing or paraphrasing; basically you just cannot copy the same words down onto your annotated bibliography and when quoting, there has to be quotation marks and it has to be from the primary source. It is easiest to annotate after the whole article is read because that way you are able to process everything at once and write your own summary that pops into your head. Most times people make the mistake of reading a couple sentences and then writing down some annotations, which can lead to plagarism.
